A group of political parties arrived at a multi-year agreement for the Department of Prisons and Probation for the period 1999-2003. The multi-year agreement provided the Department of Prisons and Probation with a total of approximately DKK 1.4 billion for a number of initiatives. In return, the Department of Prisons and Probation was to rationalise procedures in order to achieve savings of approximately DKK 284 million in the period covered by the agreement and to increase the average occupancy rate from 90% to 92%.
The report assesses the extent to which the Department of Prisons and Probation has fulfilled the multi-year agreement and assesses the follow-up on the multi-year agreement by the Department of Prisons and Probation and the Ministry of Justice.
The assessments of the fulfilment of the multi-year agreement by the Department of Prisons and Probation is based on whether the Department has generally implemented the established initiatives and requirements to improved effectiveness in accordance with the implementation plan for the multi-year agreement 1999-2003 and the performance contract for the same period.
The examination includes a quantitative assessment of whether the planned initiatives and requirements for improved effectiveness have been implemented, but not a qualitative assessment of the results achieved, nor an assessment of the causes of a possible failure to achieve objectives.
