Report on state regulation of the market for high-speed access to the Internet

The report includes the result of an examination of state regulation of the competition on the market for high-speed access to the Internet, including the ADSL market, which is the dominant sub-market in the general market for high-speed access to the Internet.

The purpose of the examination was:

  • to assess whether regulation had created the necessary framework for development of self-sufficient, efficient competition on the general market for high-speed access to the Internet;
  • to describe the conditions for competition on this market;
  • to describe the conditions for competition on the ADSL market;
  • to assess whether the Ministry of Science, Technology and Innovation’s handling of questions regarding anti-competitive conduct on the ADSL market in a prompt and conscientious manner.

The examination covered a period of time extending from the middle of 2000, when the introduction and marketing of ADSL really started.
