The report is about the audit of government reimbursements and grants to local and regional authorities for the fiscal year 2010. The government's expenditure in this area amounted to DKK 334.5 billion in 2010.
The Ministry of Social Affairs, the Ministry of Employment and the Ministry of Refugee, Integration and Immigration manage the government reimbursements to the local authorities covering several services directed at the citizens, like for instance, retirement pensions and cash benefits. The Ministry of the Interior and Health manages the government's transfers concerning grants to regional and local authorities. The report provides an overall assessment of the ministries' management of these funds.
Rigsrevisionen has also assessed the local authorities' management of the part of the employment effort that has been outsourced. In 2009, the responsibility for the overall employment effort was transferred to the local authorities. The local authorities are required to supervise the part of the employment effort that has been outsourced to external actors to ensure that they provide the agreed services to the unemployed citizens and to ensure that the government reimbursement is correctly settled.
According to the most recent re-organisation of the ministers, the remits referred to in the report are shared between the Ministry of Social Affairs, the Ministry of Refugee, Integration and Immigration, the Ministry of Employment, the Ministry of Economic and Business Affairs, and the Ministry of the Interior and Health.
