The Ministry of Transport’s management of the government facility management scheme

Rigsrevisionen is examining the Ministry of Transport’s administration of the central government solution for cleaning, catering, waste management, security services, and related functions. 

Between 2019 and 2024, the Ministry of Transport implemented a government-wide facility management solution and entered into contracts with private suppliers to carry out these services on behalf of most state institutions. 

The purpose of the study is to assess whether the Ministry’s management of the government facility management scheme has been satisfactory.

The Ministry of Defence’s facilities management II

Rigsrevisionen is examining whether the Ministry of Defence has exercised satisfactory management of facilities since the ministry insourced the function in 2022. 

The Ministry of Defence is one of Denmark’s largest employers and property managers. Effective management of facilities across barracks, offices, air bases, training areas, and other sites is important both for employees’ daily working conditions and for the overall expenditure in this area.

Protection of the Danish Defence’s classified networks

Rigsrevisionen is examining whether the Ministry of Defence has ensured satisfactory protection of the networks used by the Danish Defence for communicating classified information. The study assesses whether the security measures comply with applicable requirements in this area, including those set out in the international information security standard ISO 27001.

Authorities’ compliance with the law in child placement cases

Rigsrevisionen is examining whether the Ministry of Social Affairs and Housing and the municipalities have ensured compliance with the legal requirements governing casework in connection with the placement of children and adolescents outside their homes. 

Municipalities are required to follow a number of statutory procedural steps in cases concerning the placement of children and adolescents. These include, for example, the requirement to carry out child assessments, to prepare individual care plans, and to follow up on placements within the time limits set by law.

Energinet’s expansion of the electricity grid

Rigsrevisionen is examining Energinet’s expansion of the electricity grid. 

The purpose of the study is to assess whether Energinet has ensured satisfactory management of the grid expansion, and whether the Ministry of Climate, Energy and Utilities has exercised adequate supervision of this process. 

The expansion of the electricity grid is a key prerequisite for the green transition and represents a major investment ultimately financed by citizens and businesses. It is therefore important that Energinet manages progress and costs effectively. It is also essential that the Ministry of Climate, Energy and Utilities ensures that the pace and scope of grid expansion support the government’s climate policy objectives.

Teacher qualifications in Danish and mathematics in primary and lower secondary schools

Rigsrevisionen is examining whether the Ministry of Children and Education has adequately supported schools in ensuring that pupils in years 1 to 9 (primary and lower secondary school) are taught Danish and mathematics by teachers qualified to teach these subjects. 

As a general rule, Danish and mathematics must be taught by teachers who hold a teaching qualification with Danish or mathematics as a main subject, or who have obtained equivalent qualifications to teach the subjects.

Ensuring compliance with minimum teaching hours in compulsory education

Rigsrevisionen is examining whether the Ministry of Children and Education has adequately supported schools in ensuring that pupils in years 1 to 9 (primary and lower secondary school) receive the statutory minimum number of teaching hours in Danish and mathematics. 

Public schools are required each year to provide a minimum number of lessons in Danish and mathematics for each grade level. These requirements are intended to ensure that all pupils benefit fully from their education.

Animal welfare in pig farms

Rigsrevisionen is examining whether the supervision of animal welfare in pig farms by the Ministry of Food, Agriculture and Fisheries and the Ministry of Green Transition is satisfactory. 

Approximately 40 million pigs are born in Denmark each year, and specific regulations govern animal welfare in pig production. The study focuses on how the authorities monitor compliance with these regulations and impose sanctions in cases of non-compliance, in order to ensure the welfare of the animals.

EIFO’s implementation and monitoring of green investments and loans

Rigsrevisionen is examining whether the Export and Investment Fund of Denmark’s (EIFO) implementation and monitoring of two initiatives for green investments and loans are satisfactory. The allocated DKK 10.8 billion are intended to support both national and global green transitions by financing activities that combine environmental and commercial objectives.

The police’s dismissal of criminal cases

In March 2025, the Public Accounts Committee requested Rigsrevisionen to examine whether the police close cases without conducting an investigation. 

As part of the study, Rigsrevisionen will analyse police data to identify any patterns indicating that cases may have been closed without sufficient investigation. Rigsrevisonen will also review a selection of dismissed cases to assess whether the police discontinued them without proper investigation, even in instances involving potentially criminal offences.

The overall costs of the F-35 combat aircraft

Rigsrevisionen is examining the Ministry of Defence’s expenditure related to the acquisition and operation of the F-35 combat aircraft. 

The purchase of the F-35 combat aircraft represents one of the state’s largest single investments. In 2017, the Danish Parliament approved a financial resolution for the acquisition, which stated that the total estimated costs for procurement and operation would amount to approximately DKK 57 billion.

The regions’ diagnostic assessment of citizens for dementia

Rigsrevisionen is examining whether the regions have ensured early assessment of high and consistent quality for citizens who are examined for dementia. 

According to figures from the Danish Health Authority, around 100,000 citizens in Denmark live with a dementia-related illness. Under the Health Service Act, citizens have the right to a diagnostic assessment for dementia within 30 days, if professionally possible. The regions have defined a number of development targets for the quality of dementia diagnostic assessment.

DSB’s Procurement of IC5 trains

Rigsrevisionen is examining whether DSB is ensuring a satisfactory implementation of the procurement of the new electric IC5 trains, and whether the Ministry of Transport has exercised adequate oversight of DSB’s procurement process. The IC5 trains are intended to replace the current IC3 and IC4 trains. 

Planned publication: Fourth quarter of 2026.

The Danish Environmental Protection Agency’s permits for and supervision of marine fish farms

In September 2025, the Public Accounts Committee requested Rigsrevisionen to examine whether the Danish Environmental Protection Agency’s permits for and supervision of marine fish farms are satisfactory. 

The study will assess, among other things, whether the 19 location permits and environmental approvals issued for marine fish farms comply with the applicable legal requirements, how long it takes to obtain a permit and an approval, and whether the Danish Environmental Protection Agency’s supervision of the marine fish farms has been sufficiently comprehensive. 

Planned publication: Fourth quarter of 2026.

Grant administration at the Danish Film Institute

Rigsrevisionen is examining whether the Danish Film Institute has ensured, and whether the Ministry of Culture has supported, a satisfactory administration of film funding. 

In 2024, the Danish Film Institute awarded more than DKK 400 million in support for, among other things, the development and production of Danish films. It is important that the grant administration process is transparent and that the intended outcomes of the film funding are achieved.
