Report on case processing in placements of children

The report concerns municipalities’ case processing in connection with the placement of children outside the home, and the Ministry of Social Affairs and Housing’s efforts to ensure that municipalities comply with legal requirements in their case processing. 

The purpose of the study is to assess whether the Ministry of Social Affairs and Housing and the municipalities have ensured that the legal requirements for case processing in connection with the placement of children are followed. Rigsrevisionen answers the following questions in the report: 

  • Have the municipalities complied with the legal requirements for case processing in connection with the placement of children?
  • Has the Ministry of Social Affairs and Housing worked in a targeted man­ner to support municipalities in complying with the legal requirements for case processing in connection with the placement of children? 

Rigsrevisionen assesses that the Ministry of Social Affairs and Housing’s efforts to ensure that municipalities comply with legal requirements when placing children are highly unsatisfactory, and that municipal case processing is subject to criticism. Over a number of years, the ministry has implemented several initiatives to improve municipal compliance with legal requirements, but the effect has so far been lacking. The consequence is that municipalities risk making placement decisions on an inadequate basis, or that case processing is prolonged. 

Rigsrevisionen initiated the study in January 2025.
