Report on Energinet’s expansion of the electricity grid

09-04-2026

Report no. 12/2025

This report concerns the expansion of the electricity grid in Denmark to ensure that more green electricity can be connected and to meet increasing demand for electricity from both businesses and households.

The purpose of the study is to assess whether the expansion of the electricity grid is satisfactory. Rigsrevisionen answers the following questions in the report:

  • Does Energinet have satisfactory management of the expansion of the electricity grid?
  • Does the Ministry of Climate, Energy and Utilities exercise satisfactory oversight of Energinet’s expansion of the electricity grid?

Rigsrevisionen assesses that Energinet’s management of the expansion of the electricity grid is highly unsatisfactory. Approximately 70% of Energinet’s projects are delayed, and Energinet has only partial insight into the reasons for this. The Ministry of Climate, Energy and Utilities has reacted too late in its oversight, even though delays have been increasing. Rigsrevisionen finds this unsatisfactory. The consequence of the delays is that the green transition may be postponed, for example because new solar and wind farms are connected to the electricity grid later than planned.

Rigsrevisionen initiated the study in April 2025.
